Reference Number: PR210348, Press Release Issue Date: Feb 18, 2021

A new agreement signed by the the Central Co-Operative Fund, Koperattivi Malta, the Malta Cooperative Federation, and the Government of Malta will support the future of Maltese cooperatives. This agreement put to an end to almost 10 years of conflict, in a sector that is essential to the the economic and social development of our country.

The agreement will have the two cooperatives receive 70% of the contributions paid by their members, as of 2012.

Present at the press conference were Minister for Energy, Enterprise and Sustainable Development Miriam Dalli and Minister for Economy and Industry Silvio Schembri.

Minister Dalli said that the Central Co-operatives Fund was determined to support existing and potential future co-oeperatives so that this sector is not only protected at present, but also allowed to thrive and grow and offer an opportunity to youths interested in entrepreneurship

“CCF Malta will be ensuring the good governance of these funds and that they are being used efficiently and properly. Past mistakes cannot be repeated,” said Minister Dalli.

She called for a spirit of cooperation and collaboration and held that there is no doubt that cooperatives play an important role in our society, so that, for example, food prices are fair, and products are of good quality.

In his address, Minister Silvio Schembri remarked how from his first days as Minister for the Economy and Industry he acknowledged that if the situation of past injustices of Cooperatives Malta will not be resolved and no agreement will be reached between all parties, it would remain a stagnant movement.

Minister Schembri mentioned how with this agreement, today, past injustices that go back to 2012 are over. He said that through the agreement the General Fund of the Government allocated €625,100 as compensation for lack of financing while cooperatives Malta received the sum of € 140,000 as compensation for claims made for the past years. “This means starting a new page in this field. We are not only speaking about the aspect of financing but also assistance related to the operation of cooperatives. This would lead to members and operators who form part of a cooperative, benefitting from an organisation and a service that provide a fairer income for their work.”

He concluded by saying that the Government foresees potential in cooperatives for an ethical, socially just, and alternative model of how to embark on the path of entrepreneurship.

CCF Chairperson Luke Dalli said that this agreement brought to an end years of dispute over the financing of cooperative associations in Malta. The agreement provides that 70% of the contributions collected will go to the associations and payment for the past years amounting to more than €700,000.

Ftehim ġdid li jsaħħaħ il-futur tal-koperattivi Maltin

Ftehim ġdid bejn il-Fond Ċentrali għall-Koperattivi (CCF Malta), Koperattivi Malta (KM), il-Malta Cooperative Federation (MCF) u l-Gvern Malti se jiffaċilita l-futur tal-koperattivi Maltin. Dan il-ftehim għandu jġib fi tmiemhom madwar 10 snin ta’ diżgwid f’qasam importanti għall-iżvilupp ekonomiku u soċjali ta’ pajjiżna.

Il-ftehim se jwassal biex iż-żewg koperattivi jieħdu 70% tal-kontribuzzjonijiet imħallsa mill-membri tagħhom lura mill-2012. Preżenti għall-konferenza tal-aħbarijiet kien hemm il-Ministri Silvio Schembri u Miriam Dalli.

Il-Ministru Dalli qalet li l-Fond Ċentrali għall-Koperattivi huwa determinat li jappoġġja lill-għaqdiet eżistenti u dawk li potenzjalment jingħaqdu fil-futur, biex dan is-settur mhux biss isalva, imma jimraħ u jikber u joffri opportunità liż-żgħażagħ li huma interessati fl-imprenditorija. “Dan il-fond se jkun qiegħed iħares u jiżgura l-governanza tajba ta’ dawn il-fondi biex dawn jintużaw b’mod effiċjenti u kif suppost. L-iżbalji tal-passat ma jistgħux ikunu repetuti,” sostniet il-Ministru Dalli.

Dr Dalli appellat biex, “Inħarsu ’l quddiem fi spirtu ta’ koperazzjoni u ta’ kollaborazzjoni. M’hemm l-ebda dubju li l-koperattivi jaqdu rwol importanti fis-soċjetà tagħna biex pereżempju l-prezzijiet tal-ikel ikunu ġusti u jkollna prodotti ta’ kwalità”.

Il-Ministru Silvio Schembri tkellem kif mill-ewwel ġranet tiegħu bħala Ministru għall-Ekonomija u l-Industrija għaraf li jekk is-sitwazzjoni ta’ inġustizzji tal-imgħoddi tal-Kooperattivi Malta mhux se tissolva u mhux se jintlaħaq ftehim bejn il-partijiet kollha, kien ser jibqa’ moviment staġnat.

Il-Ministru Schembri semma li b’dan il-ftehim illum intemmu inġustizzji tal-passat li jmorru lura għall-2012. Qal li permezz tal-ftehim, il-fond ġenerali tal-gvern għadda €625,100 bħala kumpens għal nuqqas ta’ finanzjament filwaqt li Kooperattivi Malta rċeviet is-somma ta’ €140,000 bħala kumpens għal talbiet li saru għas-snin l-imgħoddija. “Dan ifisser bidu ta’ paġna ġdida f’dan il-qasam li hawnhekk qed nitkellmu mhux biss fuq finanzjament li anke jgħin l-operat tal-koperattivi biex il-membri taghhom, l-operaturi li jifformaw parti minn koperattiva jgawdu minn organizzazzjoni u servizz aħjar li jġib dħul aktar ġust għall-ħidma tagħhom”. Ikkonkluda li l-gvern jara fil-koperattivi potenzjal kbir ta’ mudell etiku, soċjalment ġust u alternattiv ta’ kif wieħed jaqbad it-triq tal-imprenditorija.

Iċ-Chairperson tal-Fond Centrali tal-Koperattivi, Luke Dalli, qal li dan il-ftehim ġab fi tmiemu snin ta’ diżgwit dwar il-finanzjament tal-assoċjazzjonijiet tal-koperattivi f’Malta. Il-ftehim jipprovdi sabiex 70% tal-kontribuzzjonijiet miġbura se jmorru għand l-assoċjazzjonijiet kif ukoll ħlas għas-snin l-imgħoddija li jammonta ghal aktar minn €700,000.
